Chief Human Resources Officer (Head of HR)

My client is a well-known and highly respected organisation with a recognised presence here and several other locations in Africa (and in Asia). With 19 offices across Ghana serving some 120,000 customers, the company offers client centric financial services to small businesses and low and middle-income employees and individuals in a sustainable and responsible manner. They command a prominent position in their sector as a leading international microfinance provider and are committed to the highest levels of customer service.

DWR Executive Search has been appointed to find a very specific individual with a solid career history in Human Resources. With direct experience in Financial Services preferred, this role will suit a senior HRBP or current Head or Deputy Head of HR with a professional background in a commercial or production-based setting within the S&L, Insurance, Telco or FMCG sector/s, but essentially with a customer-focused organisation operating a very structured environment where large field-based workforces and customer relationships are central to its core business activity.

This is a multi-disciplined position that demands somebody with a varied skillset and substantial exposure to several areas of operation in addition to the regular day-to-day activities of an HR Head. It is therefore a fundamental requirement that applicants meet the exact conditions as set out below and can demonstrate their ability to satisfy the mixed duties that the role encompasses.

This is a full-time, office-based position in Accra with regular domestic travel to the company’s other locations in Ghana and occasional trips to attend seminars internationally. To accommodate the company’s continual plans for growth and excellence, and to provide strategic support, you will work closely with the CEO and other senior stakeholders to help spearhead the strengthening and direction of the business. As an essential and pivotal role, the successful candidate will actively participate in the implementation and proactive management of HR policies that you will play a major part in creating; workforce performance efficiency; and improving internal operational strategies, as well as all aspects of regulatory compliance. Brainstorming to identify weaknesses and areas of improvement in the overall HR structure of the company, you must also be able to demonstrate exceptional initiative, autonomy, conviction and outstanding ethics at all times. 

To be considered for this exciting and important role you are required topossess the following attributes and combined skillset to fully satisfy the Core Duties set out below:

Core Duties:

  • Facilitating and supporting the recruitment, development & retention of qualified and knowledgeable staff; Defining and assuring accuracy of the skills, competencies and abilities for their assigned roles whilst at all times ensuring the promotion of Gender Equality & Staff Diversity.
  • Full engagement with, and ongoing adherence to, the Company Performance Management system, ensuring relevance of personnel policies & procedures that establish and maintain a conducive and productive working environment.
  • Personnel Administration: Developing and deploying appropriate staff training programs; Career & professional development opportunities; Reviewing and advising the Board on the appropriateness and effectiveness of all staff functions and HR processes.
  • Identifying and analysing existing or potential weaknesses within the HR framework, devising and implementing change or improvement, and effectively communicating such changes to the Heads of Department, Executive and staff.
  • Review, update, adapt and improve the Staff Handbook (Company Policy Manual) and associated Codes of Conduct and Terms & Conditions etc to rival industry peers and be regarded as the sector’s “best in class”.
  • Providing constant coordination and cooperation within the company network to streamline and harmonise all HR policies & procedures.
  • Conducting periodic reviews as part of the HR Planning Committee on all matters relating to HR policy; Equality & Inclusion; Regulations & Labour Laws; Workforce productivity & satisfaction: and the competitiveness of salary, benefits & employment terms (including the issuing of occasional Basic Staff Questionnaires and acting upon the responses in a timely and proficient manner).
  • Managing company and staff welfare; Staff grievance procedures; Following up on recommendations from internal and external auditors.
  • Promoting relevant career development opportunities and supporting staff in their professional journey by developing and maintaining a multi approach staff development mechanism across the organisation’s employee network.
  • Constantly develop, institutionalise and manage the company’s HR Policy & Procedures to ensure comprehensiveness, effectiveness and compliance, whilst encouraging feedback from staff and stakeholders to stimulate improvement, amendments and to maximise efficiency. 

Essential Requirements:

  • A traceable and successful background in professional Human Resources management with a minimum of 10 years consistent and continual service that includes 3+ years as a senior HRBC, Head or Deputy Head for a company or organisation with high levels of customer interaction.
  • A career record that has given you extensive experience of all HR practices (specific to Ghana) and an intimate working knowledge of Ghana Employment legislation, regulations and laws.
  • Broad familiarity and experience with a company or organisation that operates a very substantial field-based commercial/sales workforce. 
  • A developed understanding of the structured, corporate HR and business operational environment pertinent to the financial services market.
  • Service oriented, ability to adapt and be proactive as well as reactive, and focused on the quality and quantity of Client Relationship Officers in the field.
  • Adept at analysis, monitoring performance and delivering measurable, compelling and effective solutions and improvements in the context of HR policy and procedure in a financial service organisation.
  • Excellent English language skills (written & spoken); Computer and IT literate; University Degree in Business Administration (HR) or relevant similar qualification specialising in Human Resources.

The following attributes will be considered beneficial to your application:

  • Experience in the Savings & Loans or other Financial Services or Insurance sector.
  • Prior employment (preferably at HR managerial level) with an international financial services organisation or multinational group (either in or outside of Ghana).
  • An MBA in Human Resources and membership of an HR professional body.

You encourage efficiency, inspiring those around you to work together toward a common goal, and nurturing mutual respect through the leadership style that you can bring to this important position while embracing the lines of communication that prevail within a structured environment.

Conditions:

This vacancy is open to citizens and residents of Ghana only. The employment package will include a salary that is reflective of the role and your level of experience, and a generous benefits package that includes a fuel allowance, family healthcare, an annual performance bonus and an annual Festive bonus (each worth up to 100% of monthly salary), and employer 2% contribution to a private pension (Provident Fund). Details will be discussed at the client interview stage.
